You should just be able to pull it along the handlebars like a hood. Unzip and Velcro, and pull it along the handlebars, like you’re pulling on a boot. Hole side toward the frame.

Unzip and unvelcro. Drop goes through the hole. Pull along the curve of the bar. Velcro around the bar. Rezip.
