Sundowning is impressive

My sister died from early onset dementia. They know hes sundowning, he has aides to probably change his diapers, give him his meds, but none of them will take his phone or speak up. He's fading fast, another 6 mos

How do other countries do it? Don't they build the costs into income tax? It could vary state to state but federally could be legislated by income or disability. I am sure other countries have the blueprints for doing this. Medical insurance is a scam.
