I had the same question. According to Axios, the ethics complaint is being filed by Fix the Court, a watchdog and advocacy group.

Both @captmarkkelly.bsky.social and @gallego.senate.gov voted to confirm John Phelan as Navy Secretary despite his complete lack of experience with the Navy, the military, national-security policy and defense industry. Guess they thought his $900M+ net worth & prolific GOP fundraising qualified him.
