President Trump pushed trade levies as a multi-trillion revenue raiser. As the Supreme Court weighs nixing them, he wants to send $450 bln he might not have to consumers, upping deficits and inflation. The idea is bad; further severing legislators from spending plans is worse.

No, it certainly does not. These frameworks are not agreements. The report assumes Japan's investment pledges guarantee something.

To add, WTO Agreements do not spare Japan from increased tariffs either; they afford a way for Japan to assert harm and seek mutual agreement or concession rebalancing.
Japan might be spared U.S. President Donald Trump's 100% tariffs on pharmaceuticals as it has a most-favored-nation agreement with the U.S. that should cover these products.

European Commission seems confident:

“The United States intends to promptly ensure that the tariff rate (…) applied to originating goods of the European Union subject to Section 232 actions on pharmaceuticals, semiconductors, and lumber does not exceed 15%.”
The first big test of the EU-US trade deal: Trump moves to impose 100% on pharma.

Brussels has said the 15% tariff under the deal will be “all-inclusive” and protect EU firms from additional duties. Will it work?

Trump must not have liked that I and others called his team’s proposal for g7 secondary tariffs on India and China a stalling tactic. He is doubling down on the tool and calling EU bluff. EU/friends prefer other tools especially financial leverage

The fact that trump is back to calling for 100% secondary tariffs on India and China makes the whole policy less credible and more a threat than if it were 20 or 30%, especially hard to believe given Us desire for a deal with China/continued critical mineral access

Usg is doubling down on use of tariffs as leverage in these circs, and is taking the fight to the Europeans who are asking for more pressure on Russia. The challenge is US is asking for less efficient pressure on a wide set of trading partners

Scanning through NDAA text and LONG list of proposed amendments (many have little chance) + noticed some on illicit fishing esp Russia-China fishing cooperation and Chinese processing of fish generally. Plus a restriction on chinese fish in military food supply.
