This game of "leap frog" between development and annexation led to inconsistent standards applied to those developments.
One example of this is that many of those neighborhoods developed prior to annexations lack basic infrastructure such as sidewalks.

In the 1950s and 60s, the city of Kansas City, MO rapidly expanded its borders. Due to the timing of those expansions, many inner-ring KC suburbs were mostly developed prior to being annexed by the city. Later expansions were developed under City jurisdiction.

In my neighborhood, one road has been leaky for years. In 2023, a geyser appeared in the middle of the street.
Leaks still reoccur constantly and the water dept just patches the one spot instead of replacing the entire line.
