He regularly appears in records from the Illinois Illinois Torture Inquiry and Relief Commission, which found there was “sufficient, credible evidence” that Anthony Garrett was tortured by Zuley.

In 2016, Treacy shot and killed Joshua Beal during a funeral procession in Mount Greenwood. Treacy was not punished for the shooting, but was suspended for 90 days for failing to register a gun with CPD as required. Records show he did not serve that suspension. 7/13
