LTBL3 is very in your face about the subjects Dustman talks about in his previous songs, asking for roll and proto to revolt, which feels very out of character and outside of his programming until you take in the fact that its somehow Wily behind the rebirth. It can even be seen with his new ego

The other and much more probable theory is the possibility of a prototype Junkman
We truly don't know how long he has been in stasis in 7 and he very much could've been im development for a long time, and Dustman in LTBL 3 seems to be doing the exact same function as Junkman

The first one is about a misunderstanding of a character, specifically mixing up the functions and abilities of the Junk Golems and Junkman. As I have done more thinking, I dont truly think that this couldve been the case, but its still a possibility

A major chunk of the lyrics talk about the immense guilt dustman has for what he has done, experiencing distaste that his creator, and the many other RM creators, can walk away without the pain they now hold. Of doing the bidding of another human cruelty.

The second half however is more telling as it does switch back to Megaman, and it heavily suggests that in his programing, he knows that Megaman is not the one at fault for Kalinka's disappearance, but hes not allowed to deviate from his orders, and it pains him so.

The first half of LTBL is very interesting because its not Dustman talking to Megaman personally, but instead talking about Cossack and his fued with Light at the moment, like he recognizes that both he and megaman are just tools to this fight that isn't there's.

Dustman comes from megaman 4, which revolves around the kidnapping of Dr Cossack's daughter, Kalinka, where Cossack believes that it was Light and Megaman as Wily had framed them, and Cossack instructs his RMs to fight megaman and to kill him for his daughter

This does not mean that the Robot Masters do not have personalities, as many of them will pose or taunt you (quick man is a good example)

At this point in the timeline, Rock and Roll, children/creations of Dr Light, are the only robots with near free will, but are still restricted by the rules of robotics. Protoman, the creation of Wily and Light's efforts, is the only true free one. They are all siblings
