Financially yes that’s often true. From a carbon perspective the sooner you replace a fossil fuel heating system the better. More in linked article.

No they are not. In situ field studies found an average condensing boiler efficiency of just 83% in the UK and most condensing boilers never condense because of the high flow temperatures.

The average SCoP of the installs on the website I shared is around 3.9. That includes a very wide range of homes, old and new, well and poorly insulated.
