You can practice EBM at different scales (local to international), but the key is to be upfront about the tradeoffs and include all stakeholders throughout the process. With that said, bureaucratic inertia is an ongoing challenge that needs both top-down and bottom-up pressure to improve

I would like to know how we are expected to manage these resources when managing at different levels like international boundaries vs state vs federal. It seems everyone is just tripping over one another and corporate interests conflict.

3/4 It is not told from a neutral perspective (like a documentary). It's funded by lobbyists with an agenda. I.e., Ocean is partly funded by Ocean Capital 14, a venture capital group who invests in aquaculture (a competitor to wildcaught fisheries). That's fine, most people have an agenda #OceanChat

2/4 The way they use sound and light to convey the heros (narrators) and villains (industrialized trawlers) in this film is just like a hollywood blockbuster. This is not a neutral documentary #OceanChat
