I haven't looked for a synthetic control study to test that as we have for California Prop 99, but along with large decreases of smoking, the program provided the mechanisms to explain it: teens have higher price elasticity and NYC provided quitting help such as nicotine patches.

Bloomberg, no question. I worked for a year on the Bloomberg antitobacco initiative, and I'm a huge fan. It reduced cigarette use in NYC and was a model for other US cities and many countries.
