I don't think it is a hornet...but it may well be an invasive species. This is a Japanese "murder" hornet (I live in Japan) and you do not want to get on the business end of this insect.

3/ it washes into rivers, turning them orange and suffocating fish. Unlike in middle latitudes, the biomass is almost entirely above ground. Cut the forest and it can take centuries, maybe a millennia, to grow back, if it can at all.
