Perhaps it has something to do with market control and variable pricing? I remember certain software would come to Japan first, being localized in other languages later (Flipnote Studio 3D, Nintendo Badge Arcade, Super Smash Bros.).
I guess that brings into question why it exists for other systems!

Good question! It's the only software made 'multi-region', based on available system languages. For example, the English version can be used on American, European, and Australian systems, as those regions have an English option.
