Feels increasingly likely some people have refused some orders, maybe after having consulted with congresspeople, and they are really trying to come down on any military officers getting that sort of outside advice

Yes that looks like a corrected upload of the first (three count) indictment; the original upload of it they accidentally scanned the signature page from the second (two count) indictment. Which is identical except for having COUNT 2 on top instead of COUNT 3.

Similar issue is at root of a lot of complaints about NYT and other serious journalism: "They gave me enough information to make me feel outraged, but since they didn't explicitly *tell* me to feel outraged, I worry other people might not become outraged. This amounts to complicity!"
