Yes that looks like a corrected upload of the first (three count) indictment; the original upload of it they accidentally scanned the signature page from the second (two count) indictment. Which is identical except for having COUNT 2 on top instead of COUNT 3.

There are still European countries which actually have lèse-majesté offenses that cover foreign heads of state. Germany amusingly removed their law criminalizing insulting a foreign leader from the books five days after Trump was inaugurated for the first time.

Similar issue is at root of a lot of complaints about NYT and other serious journalism: "They gave me enough information to make me feel outraged, but since they didn't explicitly *tell* me to feel outraged, I worry other people might not become outraged. This amounts to complicity!"
