Urbanist Coalition of Portland did a great job getting the city to implement LD2003. Build on that! With IZ and, ahem, social housing.
Perhaps a better question to ask is why requiring housing people can afford is produced would be allowed to be set aside when interest rates, costs for skilled labor, or prices of construction materials cause a project not to pencil, to use a word.
