It's difficult to say based on the picture however:
1. Turn off the power supply (or unplug from the wall)
2. Remove the cell battery from the motherboard
3. Press and hold the power button on your PC for 10s
4. Reinsert the battery
5. Turn on/plug in the power supply
6. Press the power button

Try bridging the CMOS pins on your motherboard with a screwdriver. It might be labelled as "BIOS" or "CMOS". It could just need a reset
