Unfinished regulations, including on debt forgiveness are being withdrawn because otherwise it would give the incoming administration the chance to re-write them to achieve their own policy goals.
Withdrawing unfinished rules forces the incoming admin to start fresh, which takes more time.

Biden didn't have enough time to get this relief out the door. Not sure why the Department of Education decided to withdraw Biden's request instead of making Trump end it. Is it because a President's proposal can't last beyond his term?
