The way Europe and Biden dealt with the invasion! Sanctions and embargos, taking oligarch's yachts, didn't work!

The Russians planned for that non military response. Putin is a chess player.

NATO has 32 members. Many wanted to keep the war from expanding. In their own thinking! They didn't want a rush of military expansion because they thought it would lead to a wider war. (Foolish)
Biden went along because Trump had tarnished NATO, US relations. Biden wanted to mend that! A team player

At first, they said they couldn't send M1 tanks because they ran on jet fuel. (The early excuse)
They said they couldn't send F-16s because the aircraft were too complex for their pilots. Who got F-16s?

They were so slow in bringing in multiple weapon systems. ("Stick it in a little bit.")
Some say they didn't want to freak out the NATO Allies. 32 members is a little like herding cats. Many wanted it all to go away.

I can remember in the early 80s when force levels got so low in Europe that the Allies were bitchin' about it. It was bad enough that it forced Congress to get up the administration's ass over it. Congress won!

I would like to add to your analysis that Kremlin logic is often quite different from Western logic. That's why Russia continues its war against Ukraine, no amount of losses will stop them, only a collapse of the Russian society can stop the war. So the frontline states need nukes.
