Yeah, that’s what I figured. The use of electric kettles isn’t widespread so I reckon people imagine they can just use them like an ordinary kettle

You have to imagine they’ve done that maths, though, right? They didn’t just pick £2k out of nowhere. Plus, honestly, individuals earning £100k are likely the people they should be targeting.

NI on pension withdrawals isn’t a thing, but you pay NI on pension contributions (unless you use salary sacrifice up to £60k)

Sure, but it doesn’t impact your regular pension contributions. You already pay NI on those. It’s only if you salary sacrifice. Do we have numbers on how many people do that and do what levels? My bet is not many, and certainly not up to £60k.

Income tax, yes. National insurance you pay on your pension contributions. Unless you explicitly do a salary sacrifice, which is what this is targeting.

You already pay NI on all pension contributions. Salary sacrifice is a separate thing where you can reduce your overall salary and pay it into your pension (or buy an EV or whatever). This change only impacts salary sacrifice contributions.
