FWIW, I found several signs that the same institutions were implicated in a failure to revise zoning laws: academic.oup.com/book/43846/c.... Temporal context matters — it’s important not to over-attribute policies to the institutions in the background.

I noted at the time that said coalition was blocking efforts to use plenary time efficiently (delegation to committees, number and duration of meetings). Please see my longer work for more perspective than can come across in 800 words. This issue too left-right charged, per the original post.
