I've created this to help.
A spectrum labeled “bucket → not bucket,” with various items placed along the line based on how buckety they are. Far left are metal containers with handles, resembling traditional buckets. Two absolute deffo buckets, a pitchery-bucket and a more ambiguous bucket. To the far right, beds. Beds aren't buckets. Beside the beds, bags, which are a bit more like a bucket than a bed.

He says some water companies have acted in the private interest, rather than the public interest and warns that "no one single reform" of the 88 he has put forward will fix the system alone, no matter how radical.

judging by the text of 4th and 1st place, I suspect the writer might disagree with the ranking as well.
Ridge Racer Type 4 is unquestionably the best instalment of the franchise on Sony's 32-bit PlayStation – and some would argue it's the zenith of the entire lineage, full-stop. The visuals have taken a massive leap forward (you've got to love those trailing brake lights), while the sheer volume of cars to unlock will keep you glued to the game for ages. Released alongside the shiny new PlayStation 2 in 2000, Ridge Racer V perhaps typifies the best and worst qualities of the series.
