Because the city is so dumb. They kicked the homeless out of downtown and other parts and dumped everyone into the poorest part of town. An area already struggling. Ditto for harm reduction services. The MAGA candidate for mayor wants to put addicts and homeless in jail.

I almost moved to Philly 10 years ago. Would have lived in Southwest Philly near the airport or in Yeadon. Big difference in area.

That's what they did here in Albuquerque with harm reduction and homeless services. Dumped into the International District.
