Developed by mostly by GW with some input from CA. The Nuln Ironsides were originally supposed to have repeating rifles until GW veto'd that. The most ridicolous one was probably the Tzaangors: the newer models used now in 40k & AoS have beaks. The old Fantasy-ones didn't. As a result, CA was not

When CA was making the Vampire-Coast for WH2, fantasy was a dead IP. GW didn't care about it and basically let them do whatever.
But as Old World started serious development, GW also got significantly stricter and more controlling with what they let CA do.
