I think lowering to 144p used to, or still does, lower both the sample rate and frame rate sometimes. But I guess only when 144p isn't requested? I don't know exactly how that works

No, "being political" and "up for debate" are two separate things. Human rights are not up for debate. However, they are political insofar as they require enforcement to be ensured.
