But wouldn't you need a token copy already resolved on the board to have an existing one to target on first cast?

If you want to be "Naughty", play Fractured Identity on the original when your opponents have no tokens on their field and you have something like Rampaging Ferocidon on the board.

If you want to be "nice", make a token copy of it and play Fractured Identity on it.

If it's evoked, doesn't it have to be sacrificed as soon as it enters the battlefield? It would make two copies, but you would need to have a token copy of it already on the battlefield first. Evoked, it would be sacrificed before it could be targeted by another one entering.
