I think the reason Act I seems stronger to a lot of folks is all of the world building and character development that's happening. They pulled that off so well in the movie version.

Act II is when shit hits the fan though and they did an amazing job making that feel as chaotic as it needed to be 💖

There are so many instances of new songs being added to old shows/movies and 90% of the time, they don't work (sorry Morning Report). Having Stephen Schwartz readily on hand to write new songs in the same style as the rest of the show really paid off.
