In the Willowbrook neighborhood of Los Angeles, with a poverty rate of just 8%, a 2022 report found that Charter Spectrum offered its “Internet Ultra” plan for $30/month. In the adjacent Watts neighborhood, which has a 31% poverty rate, the same plan cost residents $70/month. 2/4
