Definitely check your fan curves, make sure that the fan on your cooling tower is spinning, cleaning is also important. Possibly replacing the thermal paste will fix the issue if those are not the issue. From there it could be several things, but replacing the cooling tower can be inexpensive.

I personally would probably make an aristocrats deck possibly looking to recur something big to damage opponents or a good enter/leave effect.
