📈 Low flows show mixed effects — they can increase or decrease depending on local conditions.

🏔️ Reservoir constructions are often connected to changes in the mean flow – but these changes are poor indicators for changes of extreme flows

Using data from before and after reservoirs began their operations, along with upstream–downstream comparisons, they found that:

💧 Floods are generally smaller downstream of large reservoirs — 2-year floods drop by ~40 % when reservoir storage exceeds one month of average flow.
