I believe those who distribute the magazine are instructed to dump any copies they don't get rid of from their stall either through random letterboxes or leave a pile of them in cafes etc, so the owner of the cafe likely didn't know they were there.

It’s staggering that anyone believes that nonsense. These disrupters thrive on propagating fear distrust confusion and division because all of those things weaken society.
