I think these are Trooping Funnels, potentially edible, but can cause gastric upset in some. I hasten to add I'd never pick anything unless I was with an experienced forager or I was absolutely certain what it was.

A couple of weeks ago I found this sign attached, i.e. badly screwed, to a telegraph pole on a country lane, a couple of minutes walk from home. I did what any right minded person should do, pulled it off and threw it in the rubbish
