Unfortunately that wasn't sustainable because the majority of people were doing degrees, when the majority of jobs don't need them.

I thought the same. Been developing web stuff since mid 90s and it never crossed my mind that the order of nav links is a ranking of importance. If anything sites tend to have the important thing on the right (usually contact or sign up).
