I worked with someone who built a tutorial that, hand to god, basically wanted to teach players how to click their mouse.

In every actual UX test I've ever been involved in, players noped out of being treated like they were stupid way faster than they got stuck for lack of tutorialization.

I'm reasonably confident that 99% of this is just overly data-driven behavior. You've got some MBA in the room furiously trying to minimize exit points, rather than looking for how to best serve the audience who will actually enjoy the game.
