Why not progressive congestion taxes?
E.g.:
- Drive a Ferrari 2-seater? $100 congestion charge for 24h
- Business making a delivery? That takes up space and creates congestion: $300 congestion charge. Wanna make your delivery between 12AM and 4 AM? Free.
- Tourist sightseeing bus? $3k.

Why choose? Why not just make road access (more) expensive? A city should have various options for various use(r)s. Those with a need for road transport or sufficient resources should be able to afford it, and could subsidize better levels of service for other modes. 1/2

Fully agreed on the "isolationism" point. Regarding rules, the moment you make enforcement conditional you open yourself up to exploitation by a sufficiently influential agent (case in point), and the system crumbles. The only really fair application of rules is uniform. Even for these silly ones.

So they should instead not care about the rules?
One can argue about whether certain rules should be in place. But given that:
- they are in place
- they are common knowledge
- they are applied without discrimination
what on Earth is wrong with enforcement?
