Personally, I don't think publishers should be able to get away with being vague about AI usage on Steam games.
Even in Steam's blog post from last year, it says "...so customers can also understand how the game uses AI", while Call of Duty Black Ops 7 just says, "We use it."

If it's about a game's budget, then Hades II shouldn't be on there since the budget for both games is about the same.
If it's about "It should be AA because it has a publisher", then Citizen Sleeper 2 and a few others shouldn't be on this list either:
