No, the proposal is standardisation to the medium gauge in use in Europe, as that's the by far most used gauge.
It's still expensive to keep a wider gauge than most trains use.

Dual gauge trains are inefficient and expensive on the wider gauge, though, as train gauges don't only standardise the distance between those two iron bars, but also platform positions and tunnel sizes.

Which isn't all too big in comparison to all the "Cost. Cost. And more cost." of having different railway standards and therefore huge hurdles to trade within something that behaves as one country.

Why would it be a bad idea? Different railway standards in every EU country are a real burden to the EU.
