100%- Even the good white (Pro Acryl Bold Ti) paint is a pain in the ass, and white primers are tend towards chalky/gritty.

If I had to paint white over colored plastic I would probably do something like paint it silver first.

I heard some recs for Krylon Colormax Paint + Primer from scale modelers so I tried that on a project recently. It was… alright. I hate spraycans, and it took more than 24 hours to cure. But had good coverage and leveling. They have a more medium gray and an almond.
