True, but doesn't take into account our dire housing market. The less taxed middle class are simultaneously VERY annoyed about housing costs and wedded to idea of capital gain through property.

That's a blisteringly good letter. Councils (and combined authorities under business support work) are doing good work on flood prevention, its under resourced/powered.
