I just looked up the Royal Mail user guide and I see no reason it will not work. Make sure you leave the top left barcode in place as that will be Reform's license code.

You can also scan one and make copies, lots of copies, and send them all back attached to whatever you think is appropriate.
Admittedly this will cost you time and paper, but I see it as a civic duty.
