So I understand that you make the point that America today is not a fascist country. Although I believe that you have also stated that it is on a trajectory to fascism, no? And if this trajectory is not reversed, and America becomes fascist, what is the remedy? Isn't it too late?

The utility is responsible for any general system costs for increased maintenance etc. Sometimes there are sweetheart deals with large customers to cover some upgrade costs but generally the cost causer pays.
