Exactly, like this year where the “preorder” in August was useless (bc they had to order in Feb) and is not connected to booking -even less likely they’ll order enough for next year when the “preorder” is a year ahead. Easy to say you can “book” next year but they aren’t saying they guarantee enough

Winnipeg Free Press used to do this and I loved it (one of my favourite journalists writes for them, @doubleemmartin.bsky.social ). But they got rid of that system in favour of subscriptions, I presume they weren’t getting enough revenue from the ad hoc payments.
