Moderation is a necessary evil in this world. That being said, mods have to balance contribution to the conversation vs the group topic. Broad topic groups need less moderation. People should leave a broad group due to excessive activity rather than excessive moderation 🤷🏼♂️

Actually, very technically, he can be reactivated for a court martial, but that would be extremely rare. In this particular case, reasons don't have enough wings to fly. It would die at the first bit of paperwork
