I don't think she embeds the story with any opinion trying to make it a bad or good thing. I'm more disappointed that it seems like gossip column material more than the solid journalism I'm used to seeing from her.

My partner and I don't make enough income to pay this tax, and if we did, we would still absolutely support it; but I'd also want to make sure the money was being used effectively. Am I missing something?

I value all of these things very much. I'm a STAUNCH believer in PFA. But doesn't a surplus $485 Million indicate there are some issues going on with the money being dispersed? My understanding is that Kotek is suggesting a pause for 3 years to figure out how to get the funds to schools correctly.
