This was in Germany immediately after WW2 when everything was devastated. I believe my grandma used to bake bread with the flour, but some of it may have been traded in for wheat or rye flour. I will have to ask my aunt who is still alive.

My mother did collect them as a child in very dire times. They were then taken to a mill and the flour was used for baking. It's not that unusual.
