Yes the clause was in case your orders got changed and you had to move. And there was never enough housing… especially for junior enlisted on base or off base.

Our BAH didn’t even come close to what actual rent was. And base housing had a 18 month wait. In those days if you went into military housing you lost your BAH. We could get a military clause if renting out in town. Whidbey Island WA
