Taking down world leaders would be more of a consequence. Not to give them any undue special treatment, but just because they wouldn't really matter, as they would be powerless.

Also, in that page, Green Arrow isn't even talking about directly taking down world leaders, he's just talking about stopping genocide, floods, drought, and just using their powers to help people. He even says it here that after they act the beaurocrats should work it out.
