Not necessarily. What if they came a long time ago and didn't leave much evidence? What if it's just one small, damaged ship? What if they have something like "Star Trek's" Prime Directive? What if there are a couple of groups with conflicting agendas hiding from each other?

It's theoretically possible for an advanced civilization to have developed and spread throughout the galaxy, even without wormholes or FTL drives (which can't be ruled out). Therefore, the chances of being "visited" or "contacted" are actually rather high.
