My thing has always been "that useless goon would destroy even guys who played AAA their whole lives". You don't make it as a goon without also being shockingly good, its just the others are better.

I'm convinced the PK is designed to allow low danger shots instead of spreading thin and allowing a high danger chance. They just generally aren't getting stopped.
