In his defense, Duffy is VERY stupid.

Both would be disastrous for Ukraine. Not holding the election is the lesser evil by far, and probably the most democratic solution. (3/3)

He could not include those regions in the election, which would basically be admitting that they no longer are part of Ukraine and belong to Russia. OR, he could let them vote, and Putin could easily to stuff the ballots in those regions (as we know he is used to doing). (2/3)
