If Phil thinks those other countries are better, he should pick any one of them, take his family and move there.

The window-peeper does have facial hair similar to JD’s, but he’s wearing what appears to be a shirt someone in a medical-related job would wear. Then there are the ink pens in the shirt-sleeve pocket - odd!
