This is not a partisan dispute. It is a constitutional failure.It will be assigned one recorded vote at a time.The bloodshed,sexual assaults in custody,armed intimidation, terror,physical wreckage attach to every legislator who votes yes, not as rhetoric but as mechanism grounded in appropriations.
